Connect the Texture Coordinates and the Mapping to the Image Texture

Node, and you will be able to control HDR rotation with the Rotation

settings from the Mapping Node.

A few points regarding HDR maps for both Cycles and Eevee:

In Cycles, you will get lights and shadows from HDR maps.

Eevee can't cast shadows from HDR maps, which makes them

less useful for real-time render.

An HDR map might create different types of lighting. That depends

on the location and timing used as a source for each HDR.

Usually, you can get an idea about the lighting in the library's

preview, where you download the HDR map.

You can get dozens of free HDR maps for your projects from

hdrhaven.com as public domain files. They offer multiple types of lights

and locations with maps with resolutions going up to 8K (8192 pixels).
